Merges minelayers into single unit placing AT mines
AP minelayer is removed, AT minelayer is made generic and available to both factions. BuildPaletteOrder is pushed up to remove gap. I didn't remove AP mine from weapons and explosions, because graphics are still there and may be used in future.
