Rename fields on Repairable traits

To bring them in line with RearmActors,
Repairable.RepairBuildings and
RepairableNear.Buildings have been renamed
to RepairActors.
Additionally, their RA-specific internal
defaults were removed and the FieldLoader
now requires them to be set explicitly.
