Fix dates for upgrade rules

The dates for the following two upgrade rules have not been touched since they were backported to release-20151224:

1. 20151107: PaticleSize -> ParticleSize
2. 20151122: DeployToUpgrade, Upgrades -> DeployedUpgrades
