Fix incorrect name for lobby headers container in TD
...
...which caused the headers to still be visible when the options bin was open.
Also moves the "Map Options" title to the same place the headers occupy,
to above the options bin.

Rework color picker palette modification.

The old method had the lobby code dig around inside
the palette modification machinery, which was a giant
hack preventing necessary streamlining.
