1b88d24cfa Unstatic GlobalFileSystem and rename it to FileSystem
Add a ModFiles field on ModData and move all access to the file system to go through that.

251d3e6864 Move PlayVoice and PlayVoiceLocal from Sound to Voiced.
Move HasVoice, HasVoices and GetVoices from WorldUtils to Voiced.
