786a0eb07f Refactor PowerManager and RequiresPower to use conditions
Instead of Actor.IsDisabled.
Added INotifyPowerLevelChanged interface to do so as efficiently as possible.

6f95080aa4 Add ReloadAmmoPool and adapt AmmoPool
Refactored and simplified Rearm activity.
Uses local Reload now.

Removed AmmoPool.SelfReloads.
