This rule no longer appears to be buggy, so enforce it. Some of the automated fixes are adjusted in order to improve the result. #pragma directives have no option to control indentation, so remove them where possible.

1eb573bcbc Enforce required owner in map editor
It can easily happen that mappers forget to set the
current player to Neutral before placing more trees,
for example, so we force the editor to set a valid owner.
