f3dc31be40 add PlayerPaletteFromCurrentTileset and desert tileset for RA
some things left to do:
ore, walls and silo/hbox need some work

a2f5ffd59e made WaterPaletteRotation more configurable
Base is now configurable per terrain
ExcludePalettes is now exposed to yaml
