The dog will now always leap to the target
subcell (even if the target dies or moves),
and will kill whatever happens to be in the
target cell when it lands.

Fixes:
* Nuclear-purple color exploit.
* #3247.
* Removes a bunch of unnecessary color conversions every frame.
Caveats:
* The ramp range is now defined on the palette, so ramps can no longer be set per-player (may impact maps which define custom colors).
* It's no longer possible to perfectly recreate the original WW color ramps (I doubt we care).
* The old ColorRamp setting isn't migrated, so players will lose their color settings.
The unit will now path to the nearest adjacent cell, drag inside, do the inner activity, then (if still alive) drag back to its original
location.
This fixes:
- Mismatch in logic between Enter and MoveAdjacentTo,
which causes an infinite loop.
- Building capturing failing from certain directions.
- Being unable to enter buildings on unpathable tiles.
- Units being stranded inside a building if the requirements
for the inner order aren't met.
- Each player has their own shroud and their visibility does not extend outside of the shroud.
- Units and buildings can no longer target other units outside of their visibility. Buildings can still be targetted if they have been explored.
- GPS will provide visibility in the fog-of-war.
- Spies that infiltrate radar domes will gain their victim's exploration and reset it on all clients (if the victim does not have GPS)
AttackLoyalty for d2k Deviator which captures units
also shooting a fake missile (see issue #2251)
CaptureActor now supports Generals styles gameplay
but is disabled by default (see issue #2274)
fixes the annoyance that engineers will not take
the shortest root to the building by the way
removing ProvidesCustomPrerequisite because it's
tooltip messages relies on hardcoded hacks
