Made one to display the ingame time elapsed
Hooked up to reset on Game Start
Added a setting for it in Settings Menu (default true)

BuildPaletteWidget: don't click on buttons if the palette isn't open. Don't allow hotkeys unless palette is open. Move key handling into widget.
