439cd4aded Rework HardwareCursor sprite padding.
All frames in a sequence now use the same bounds
and hotspot, and have a size that is a multiple of 8.

d653614e75 Replicate palette high bits into the low bits
Previously we didn't quite get the full range -- the most intense value we
could produce was 0xfc.
