b7f746d711 Remove WithBuildingExplosion
Explodes can now do the same and then some, and WBE uses a DelayedAction
which blocks savegames.

3df9efb95d Rework mod enumeration / caching.
- Replaced ModMetadata.AllMods with Game.Mods.
- Store / reference mod Manifest instead of ModMetadata.
- Removes engine dependency on ModContent class.
