864cc4becc Fix weather particle physics.
The trait documentation specified that the speed
and offset values are px/tick, but they have actually
always been treated as px/render.

Fix the update logic and rescale the map definitions
to account for the fixed behaviour.

ddfdc6e90f Clean up TD weapon ValidTargets
- Missiles can now force-fire on water like other weapons
- Superweapons can now target empty water
- made Chemspray null InvalidTargets to avoid yaml-merge issues
- Improved APCGun effect warhead perf by ignoring actors
- removed stale Tiberium weapon mission overrides
