PROC: Fix Shroud revealing use "6c0" instead of "6"

- PROC doesnt reveal shroud, because all Buildings have Xc0 as Value and PROC has only "6" instead of "6c0"
- GALIGHT (Civillian Light post): increase Shroud reveal from "0c0" up to "2c0"
