psydev bb8922cc1a stealth tank cloak & crushes infantry
Until cloak issues is fixed (https://github.com/OpenRA/OpenRA/issues/2898), 90 seems a reasonable cloak delay.
Stealth tank now crushes infantry.
Cloak sound fixed.
